Northern California, as you may know, prides itself on being more environmentally aware than much of the rest of the country.Sadly, that's helped lead to a budget deficit in Berkeley. The city's budget -- released last week -- is $10 million in the red. Mostly because of a decline in something called refuse revenue.
Too many people are recycling too much of their waste to support the Department of Public Works business model.
